Arthur is now a Tropical Storm & will either Hook left into the NY/NE Area or hook right out to sea.

Tropical Storm Arthur still has 48 hours to develop. It's dealing with wind shear and dry air, but i think we will see it strengthen to a hurricane before it's done. Who knows tho? It is 2020.
